The Midrashim on this story comments that the real crime of the townspeople is the fact that they forced their violent ways (not just rape) on outsiders…in other words there is. I consent here…and that this is what angers God.
In addition, this same school of thought holds that the punishment of Lot’s wife was inflicted because she could not just walk away. She longed for her home even though she knew it was a completely unacceptable and irredeemable society and was, therefore, unworthy of being saved.
